Heather Locklear was charged with one count of D-U-I in Santa Barbara, California yesterday, even though she had alcohol or illegal drugs in her system at the time of her September arrest. The onetime Melrose Place star was allegedly under the influence of her prescription medications when she was arrested. Locklear spent time being treated for anxiety and depression earlier this year, and an assistant prosecutor says her meds "could have impaired her ability to safely drive a motor vehicle."
